It’s too early to declare a trend. But the near-simultaneous publication of calls for an Arab gesture toward Israel from two unlikely sources — president emeritus of the Council on Foreign Relations Leslie Gelb and Haaretz columnist Akiva Eldar — represents a refreshing change from the usual discourse about the Israeli-Palestinian conflict, in which only Israel is ever expected to give.
Gelb served as assistant secretary of state under Jimmy Carter and spent years as a New York Times correspondent. One would expect someone with that resume to be reflexively pro-Palestinian, and indeed, in a Daily Beast article on Sunday, he opposed an emerging U.S.-Israeli deal on a settlement freeze for being “overly generous” and reducing American leverage over Israel.
But that makes the article’s conclusion, which Jennifer quoted at length yesterday, all the more stunning. What is needed to promote peace, he said, is a “dramatic step” by Palestinian leaders: Mahmoud Abbas and Salam Fayyad should emulate Anwar Sadat and go to the Knesset and “pledge acceptance of ‘a Jewish state of Israel.'”
Eldar’s column on Monday was perhaps even more shocking. I’ve read hundreds of Eldar columns in recent years, and they have one unchanging theme: the absence of peace is 100 percent Israel’s fault. But in this one, for the first time I can remember, he attacked Arab leaders for “treating dialogue with Israeli society as part of ‘normalization’ — the ‘fruits of peace’ that the Israelis will get to taste only after they pledge to withdraw from all the territories,” instead of understanding, as Sadat did, that the risks of withdrawal won’t seem worth taking unless Israelis are assured of peace beforehand. And he concluded:
Indeed, what would happen if [Egyptian] President Hosni Mubarak, Jordanian King Abdullah and Saudi King Abdullah, together with Palestinian Authority President Mahmoud Abbas, laid a wreath at Yad Vashem, and promised from the Knesset rostrum, “No more war”? That would be much easier for them than what Israel is being asked to do: evacuate tens of thousands of people from the settlements and divide Jerusalem.
It seems like common sense: surely a mere statement is easier than evacuating tens of thousands of fellow citizens. Moreover, as Israeli Foreign Minister Avigdor Lieberman noted this week, if the Palestinians are really so desperate for a state, then it’s hard to understand why Israel is the one constantly being asked to “pay another additional price for the joy of conducting negotiations” aimed at giving them one.
But of course, if the world began demanding gestures from the Palestinians or the Saudis, the inevitable refusal might finally force it to confront the truth: both are still unwilling to recognize the Jewish state’s right to exist. That’s why Abbas, Fayyad, and Saudi Arabia’s Abdullah never will come to the Knesset to make the statements Gelb and Eldar suggest. And that’s why most of the international community, unwilling to give up its delusions of peace, will never ask it of them.
Jonathan noted yesterday that foreign critics are outraged by Israel’s passage of a law this week mandating referenda on certain types of territorial concessions. But their outrage doesn’t hold a candle to that of Israel’s own left.
In today’s editorial, for instance, Haaretz complained bitterly that “the public is being given veto power over crucial decisions on foreign policy and security issues.” By “handcuffing the political leadership’s moves in the peace process,” it charged, Israel is spitting in the world’s face.
Labor Party chairman and Defense Minister Ehud Barak similarly complained that “this is not a good law,” because the world will think “Israel is rejecting peace and is handcuffing itself to avoid progress in the diplomatic process.”
These arguments are mind-boggling. First, why should anyone in the democratic world object to giving the public a say in “crucial decisions on foreign policy and security”? Haaretz‘s editors would evidently prefer a dictatorship of Plato’s philosopher-king, with themselves on the throne. But democracies are supposed to give the public a say in crucial decisions.
That’s why Britain, for instance, held a referendum on joining the European Economic Community, while France held one on leaving Algeria. In the U.S., this goal is achieved by requiring treaties to be ratified by a two-thirds Senate majority, which is unachievable without significant bipartisan consensus.
But the even more shocking assumption behind these plaints is that, given a choice, the public would reject any deal likely to be signed — yet the government should sign it anyway, and the public be damned.
Like Jonathan, I think Israelis would in fact support any reasonable agreement. But no reasonable agreement would ever be brought to a referendum, because the law requires a referendum only if an agreement doesn’t pass the Knesset by a two-thirds majority. And any reasonable agreement would easily surpass this threshold.
The history of Israeli diplomatic agreements amply proves this point. The treaties with both Egypt and Jordan did pass the Knesset by a two-thirds majority, and both, despite producing a colder peace than Israelis hoped, have stood the test of time. In contrast, not a single agreement with the Palestinians ever came close to achieving a two-thirds majority — and every single one has proved a bloody failure.
Nor is this mere coincidence. The Jordanian and Egyptian treaties won sweeping majorities because both countries’ leaders had proved their commitment to peace: Anwar Sadat by his dramatic visit to the Knesset, in defiance of the pan-Arab boycott on Israel, and Jordan’s King Hussein by decades of quiet security cooperation. And both treaties succeeded because these leaders truly wanted peace.
The Palestinian agreements won only narrow majorities because many Israelis weren’t convinced that the Palestinians wanted peace. And these agreements failed because this skepticism proved well-founded.
Thus the referendum law won’t prevent any deal actually worth signing. Nor will it prevent another bad deal on the West Bank, since it applies only to territory annexed by Israel. But it will at least prevent a bad deal over East Jerusalem and the Golan Heights. And therefore, its passage is genuine cause for rejoicing.
Much has justly been written about the Obama administration’s mishandling of Israeli-Palestinian talks. But it’s important to remember that the real barrier to an agreement isn’t flawed American diplomacy but rather the Palestinians’ refusal to accept Israel’s right to exist. Nothing better illustrates this fact than a stunning new poll by The Israel Project.
Like every other poll in recent years, TIP found that a strong majority of Palestinians (60 percent) accept a two-state solution. This unvarying finding is often cited as proof that Palestinians do, in fact, accept Israel’s existence.
But unlike any other poll I’ve ever seen, TIP thought to ask the all-important follow-up question: is the goal a permanent two-state solution, or is the goal “to start with two states but then move to it all being one Palestinian state?”
Only 30 percent chose the first option, while fully 60 percent deemed two states a mere stepping-stone to Israel’s ultimate eradication. In other words, the PLO’s “Phased Plan” of 1974 is alive and kicking.
That plan called for Palestinians to gain control of any territory they could and then use it as a base for further assaults on Israel until the ultimate goal of the Jewish state’s destruction is achieved. Theoretically, the plan was superseded by the 1993 Oslo Accords, in which the PLO ostensibly recognized Israel and accepted the two-state solution. But it turns out that most Palestinians still view two states as a mere way station on the road to Israel’s ultimate destruction — just as the Phased Plan advocated.
This finding also explains another consistent polling anomaly: though all polls show that most Palestinians accept a two-state solution, they also show that most Palestinians oppose any deal that could realistically be signed.
TIP’s poll, for instance, found that only 24 percent support the Clinton parameters, which most Westerners still deem the basis for any agreement. A recent poll by the Arab World for Research and Development similarly found that while most Palestinians say a two-state solution is acceptable in principle, a whopping 85 percent oppose it if it requires “compromises on key issues (right of return, Jerusalem, borders, settlements, etc.).”
Since any realistic agreement will require compromises on these issues, that means most Palestinians oppose a two-state solution in practice. And at first glance, this seems schizophrenic: why support something in principle if you oppose it in practice?
But in light of TIP’s finding about the Palestinians’ ultimate goal, it makes perfect sense. If the two-state solution is intended solely as a stepping-stone to Israel’s eradication, then the compromises entailed by any realistic agreement are indeed unacceptable, because they undermine the deal’s ability to serve this purpose. A deal that gave Israel defensible borders, for instance, would reduce its vulnerability to attack, and one that nixed the “right of return” would make it harder to convert Israel into a second Palestinian-majority state.
Until most Palestinians give up the goal of Israel’s ultimate destruction, even the smartest diplomacy in the world won’t produce a deal. All it will do is waste a lot of time, money, and diplomatic capital that would be better spent elsewhere.
When the emerging U.S.-Israel deal on another three-month settlement freeze was first reported, I could understand the argument (ably made by Jonathan) that despite the freeze’s many negative consequences, Israeli Prime Minister Benjamin Netanyahu should acquiesce. But if subsequent reports are true, another extension would be disastrous. If Israel is going to spend the next two years fighting with Washington over construction with or without the deal, it can so do more effectively without another freeze.
Yesterday, Haaretz reported that contrary to previous reports, Barack Obama isn’t promising not to seek further moratoriums: his proposed letter to Netanyahu would merely say that “progress over the next three months would render another freeze unnecessary.”
Yet the chances of progress during these months rendering “another freeze unnecessary” are nonexistent. Nothing less than a signed-and-sealed deal on borders would let Israel build in “its” parts of the West Bank without Palestinian objections, and even Washington doesn’t believe that’s achievable in just three months. Thus, when the three months end, Palestinians will once again object to Israeli construction on “their” land — and Obama will once again back them by demanding another freeze.
Then came today’s report — again contradicting earlier ones — that the U.S. won’t really exempt East Jerusalem from the moratorium. A “senior U.S. official” told Haaretz that even if Israel extends the freeze, “we will continue to press for quiet throughout East Jerusalem during the 90 days.”
The official added that President Barack Obama had committed in an oral message to Palestinian President Mahmoud Abbas last April that the U.S. expects both sides to refrain from “actions that would seriously undermine trust,” including in East Jerusalem, and would respond with “steps, actions, or adjustments in policy” to any such provocative actions as long as negotiations are underway.
The U.S. administration has defined “actions that would seriously undermine trust” as including major housing announcements, demolitions, or evictions in East Jerusalem.
“This policy will continue if the negotiations resume under a 90-day moratorium and the Israelis know it”, said the US official.
In other words, even if Israel extends the freeze, it won’t get quiet: it will spend the next three months fighting with Obama over Jerusalem, followed by another major fight over the West Bank when the three months end.
And if so, better to have the fight now, when Netanyahu can still reasonably argue that the original 10-month freeze was a one-time gesture that Abbas wasted by refusing to negotiate, and that the onus is therefore now on Abbas, not him, to make the next gesture.
But the minute Netanyahu agrees to another freeze, he accepts two dangerous principles: that the freeze wasn’t an exceptional one-time gesture but instead a tolerable long-term policy, and that it’s never Abbas who needs to make gestures; it’s always and only Israel’s turn. And that leaves him no justification for not extending the freeze again in another three months.
For two years of quiet with Washington, another three-month freeze might be worth it. But if what Israel will really get is just two more years of continued fighting, the only sensible answer is “no.”
My last two posts (here and here) discussed why no peace deal is likely to emerge from Barack Obama’s drive to restart Israeli-Palestinian talks. But if this drive merely proves futile, the entire region will breathe a sigh of relief. The fear among those outside the White House/State Department cocoon is that it will produce a bloodbath.
Two notable signs of this fear are the latest poll by the Ramallah-based Jerusalem Media and Communications Centre and Maplecroft’s new Terrorism Risk Index.
As I noted yesterday, a plurality of Palestinians, 22.4 percent, rated the economy as their top concern in the poll. But among Gazans — whose economy, we are relentlessly told, is being strangled by Israel — the economy actually ranked only fourth. Their top priority, by a 29.8 percent plurality, was Hamas-Fatah reconciliation.
In the much larger West Bank, however, 27.6 percent put the economy first. And that, at first glance, seems bizarre, because the West Bank economy is booming: it grew by 8.5 percent last year and 9 percent in the first half of 2010. International aid is also soaring: just last week, the U.S. announced another $150 million. Yet fully 49.2 percent of West Bankers expected the economy to deteriorate in the coming year, while only 38.5 percent foresaw improvement.
The poll didn’t give reasons for this gloomy forecast, but there’s one obvious explanation: Obama’s peace push. First, if he does force Israel to freeze settlement construction again, thousands of Palestinian construction workers will lose their jobs. This concern was evident in JMCC’s June poll, in which 60 percent of Palestinians opposed their own government’s proposed ban on working in settlements.
More important, however, Palestinians remember exactly what happened the last time an American president forced an unwilling Palestinian leader into final-status talks that were certain to fail: the talks collapsed, and two months later, the second intifada erupted. And another intifada would destroy the West Bank economy: investments would dry up, while all the trade-hampering checkpoints the Netanyahu government has removed would reappear.
At first glance, Maplecroft’s new TRI seems equally bizarre. Israel’s ranking moved from 17 in February to 14 this month, making it one of 16 countries the consultancy deems at “extreme risk” of terrorism. But the rankings are based on data from June 2009-June 2010, plus a “historical component” covering 2007-2009. And throughout these years, terrorism in Israel was virtually nonexistent.
Indeed, the U.S. has suffered as many attacks as Israel this year, and those attacks involved a much greater chance of mass casualties — another factor Maplecroft considers. Yet America ranked only 33.
So why did Israel, during a period of almost total calm, suddenly soar in Maplecroft’s rankings? The individual country reports are subscription-only, but it’s not hard to guess. The index is meant to be “forward-looking.” And Maplecroft’s experts, too, undoubtedly remember what happened last time an American president dragged an unwilling Palestinian leader into fruitless final-status talks.
Indeed, it seems the only people who don’t remember are that president’s wife, now secretary of state, and her boss in the White House. Unfortunately, ordinary Israelis and Palestinians are liable to pay the price of their amnesia.
In yesterday’s post, I explained why a settlement freeze decreases Palestinian motivation to make a deal by ensuring that foot-dragging entails no price. But conventional wisdom on the Israeli-Palestinian conflict would counter that this argument has an obvious flaw. Surely, its advocates would retort, Palestinians already have the strongest of all possible motivations to sign a deal quickly — their burning desire to end the hated occupation?
In fact, no. As a new poll by the Ramallah-based Jerusalem Media and Communications Centre reveals, the occupation is nowhere near the top of ordinary Palestinians’ priority list — and neither are the settlements or Jerusalem.
The number-one concern for ordinary Palestinians is the economy, cited by a plurality of 22.4 percent. In second place is Hamas-Fatah reconciliation, at 18 percent. The hated occupation was relegated to third place, with 15.5 percent, followed by “the siege on Gaza” (9.4 percent). The settlements and Jerusalem trailed far behind, at 6.6 percent and 4.9 percent, respectively.
This means that Palestinian Authority President Mahmoud Abbas has no incentive to make any kind of deal because ordinary Palestinians don’t care enough about ending “the occupation” to make them willing to swallow the concessions a deal will entail.
A 2001 poll found that a whopping 80 percent of Palestinians believe “the rights and needs of the Palestinian people” cannot be met as long as Israel exists, regardless of its borders. An agreement would thus require them to accept that their “rights and needs” will not be perfectly met. It would spell the end of long-cherished dreams like “returning” the refugees and their descendants to Israel, or otherwise turning back the clock.
But giving up a cherished dream is hard. Most people will do it only in exchange for a major improvement in reality. And if settlements and the occupation are not actually oppressive enough to rate as burning issues for ordinary Palestinians, a deal cannot produce the massive improvement in reality that would compensate for abandoning their dreams.
Moreover, a people that views Hamas-Fatah reconciliation as more important than ending the occupation is clearly not interested in a deal; given Hamas’s commitment to “armed struggle” and Israel’s ultimate eradication, reconciliation can only take place on terms that would preclude any agreement.
Abbas already appears to have made his choice. Even as he has adamantly refused to negotiate with Israel for the last two years, his Fatah party has been engaged in ongoing talks with Hamas. And at a meeting with Fatah leaders in Ramallah on Monday, he told them reconciliation with Hamas was “at the top of the PA’s agenda.”
Under intense pressure from Washington, he may nevertheless agree to go through the motions of talking with Israel. But anyone who expects a deal to emerge from these talks is deluding himself.
Jennifer listed several good reasons to dislike Barack Obama’s latest proposal for a settlement freeze. Here’s one more: it makes serious final-status negotiations even less likely.
To see why, consider last week’s astonishing editorial in the Kuwaiti daily Arab Times. In it, editor-in-chief Ahmed Al-Jarallah urged Palestinian leader Mahmoud Abbas to imitate Egyptian President Anwar Sadat “and start unconditional negotiations” with Israel.
It’s a remarkable piece in many respects: its clear-eyed recognition that the Arab world exploits the Palestinians rather than helping them (“the slogan traders in Iran, Lebanon and Syria … [are] using these poor people as fighting tools”); its candid acknowledgement that Palestinians have blown previous opportunities, like the autonomy plan mandated by the 1978 peace treaty with Egypt (“they should have taken this opportunity and built on it”); and its call for unconditional negotiations, defying the Arab consensus, to avoid missing another opportunity (Sadat, he noted, regained his land by so doing, while if talks fail, that would at least “cause international embarrassment for Israel”). No Western leader has said anything half so honest or courageous.
But the minute Al-Jarallah explains why he deems this necessary, it’s obvious why neither Abbas nor the West discerns the same necessity: Palestinians, he said, must act, because Israeli settlement construction means “the longer the waiting period, the lesser the space” for the Palestinian state-to-be.
In reality, as both Abbas and Western leaders know, refusing to make a deal has proven a surefire way for Palestinians to increase the amount of land on offer. Four decades ago, Israel’s left proposed the Allon Plan, under which Israel would cede 70 percent of the territories. By 2000, Ehud Barak was offering 88 percent. The Clinton plan upped the figure to about 94 percent, and in 2008, Ehud Olmert offered almost 100 percent (after territorial swaps). Each time the Palestinians refused an offer, either Jerusalem or Washington sweetened the deal in the hopes of finally getting them to say yes.
There aren’t many territorial sweeteners left to add, but plenty of concessions remain available on other issues. And there’s no risk of losing the territorial gains because no offer, once made, has ever been taken off the table: Olmert’s offer, for instance, is now viewed by the West as the starting point for new talks, and Israel faces enormous pressure to accept that dictate.
Abbas thus has every incentive to keep saying no: he won’t lose any concession already pocketed, and he’ll probably gain new ones.
Therefore, if the West really wants a deal, it must ensure that saying no does have consequences: that far from netting the Palestinians additional gains, it will endanger those already achieved. In other words, it needs to make them think time is running out for a viable deal. And there’s only one way to do that — by settlement construction massive enough to threaten to make additional settlements too big to be evacuated.
By instead demanding a settlement freeze, Obama ensures the Palestinians can drag their feet with no negative consequences because nothing will change on the ground. So nobody should be surprised if that’s exactly what they do.
Here’s a topic that wasn’t on the agenda at this week’s United Jewish Communities General Assembly, but should have been: how young American Jews’ ignorance of military matters affects their relationship to Israel.
Speaking in an unrelated context, after his film Lebanon was named a finalist for six European Film Academy awards last week, Israeli director Samuel Maoz told Haaretz he was surprised at how “young audiences in Europe, particularly Britain and Scandinavia,” reacted to the film, which depicts an Israeli tank crew’s experiences on the first day of the 1982 Lebanon War:
A lot of people who saw the film [abroad] told me they were sure the Israeli soldier was a kind of killer who goes around Gaza killing children, and all of a sudden, when they see “Lebanon,” they understand he is a person like them, thinking and agonizing over what to do, dealing with conflicts and situations forced upon him.
What Maoz said of young Europeans is equally true of young American Jews. Most have never served in the army themselves, nor have most of their friends: neither Jews nor their circle of liberal, highly educated non-Jewish peers are prominently represented in America’s all-volunteer military. Consequently, they have no concept of the agonizing dilemmas combat entails, especially against foes who deliberately fight from among civilian populations, or the mistakes that inevitably happen amid the fog of war.
Thus when they see pictures of dead children in Gaza, they lack the knowledge and experience to understand that in wartime, children can be killed despite the best intentions and the most careful precautions. As a result, they all too easily believe, like their European peers, that “the Israeli soldier was a kind of killer.” And that inevitably fosters alienation from Israel: how could any self-respecting, moral individual identify with a nation of killers?
This issue doesn’t exist for American Jews of my parents’ generation. Back then, America still had the draft, so most Jews either served themselves or at least knew people who did. Thus they know that most soldiers are decent people like themselves, not ruthless killers, and they understand that civilians often die in wartime despite not being intentionally targeted.
But America isn’t likely to reinstate the draft, nor are American Jews likely to start volunteering for the military in large numbers. And Israel’s need to fight wars is unfortunately not likely to disappear anytime soon. Thus if the American Jewish community wants to address the growing alienation from Israel of some of its younger members, it must start thinking about how to give young Jews some understanding of what combat entails despite the fact that neither they nor their friends are ever likely to serve.
Films like Maoz’s might be one option. Bringing Israeli soldiers — or American Jewish veterans — to talk to young Jews about their own experiences might be another. American Jewish leaders can doubtless come up with many other creative ideas.
But first, they have to acknowledge that this elephant in the room exists, and must be dealt with. Ignoring it won’t make it go away.
The ongoing delegitimization campaign against Israel has recently started featuring a bizarre new argument: Israel isn’t really a democracy, because its Arab citizens lack basic civil rights. Good examples include last month’s New York Times column by Ahmad Tibi and today’s Jerusalem Post column by Ray Hanania.
Tibi urged the international community to demand that “in any political agreement, Israel would be required to grant full political and civil equality to Palestinian citizens of Israel. American mediators such as George Mitchell and Dennis Ross, rather than pushing the supremacist notion of a Jewish state, should be pressing Israel to provide equal rights and fair treatment to the Palestinian minority in its midst.” The obvious conclusion is that currently, Israeli Arabs lack civil rights.
That conclusion is somewhat marred by the final line: “Ahmad Tibi, an Arab Israeli, is deputy speaker of the Israeli Parliament.” Neither Tibi nor the Times bothers explaining how a country that denies its Arab citizens “political and civil equality” has an Arab as deputy speaker of its parliament — let alone one who uses this prestigious position mainly to slander his country.
But anyone who didn’t read this tagline, or missed its implications, would come away thinking that Israeli Arabs don’t enjoy “political and civil equality.”
Then there’s Hanania, a self-proclaimed “award-winning columnist,” peace activist, and Chicago radio talk-show host.
“Criticism is a hallmark of true democracies,” he proclaims. “The more Israel tries to silence Arab critics, the more it exposes the limits of its democracy.” Specifically, “the backlash against Arabs citizens challenging Israeli policies started with Azmi Bishara, a Knesset member who was very critical.” Now Israel is persecuting the equally critical MK Haneen Zoabi: “Jewish Knesset members have called for her to be prosecuted and stripped of the immunity that Knesset members enjoy … Zoabi symbolizes a crack that continues to grow in the wall of Israel’s claim to the ‘only democracy in the Middle East.'”
In reality, the “backlash” wasn’t against these MKs’ views but their actions. Bishara was indicted for passing information to Hezbollah during the Second Lebanon War. Zoabi’s potential indictment (should Israel’s independent prosecution decide to file one) is for trying to run her own country’s blockade of an enemy with which it’s at war. In short, both allegedly tried to aid an enemy during wartime. That’s not voicing “criticism”; it’s a crime in every democracy on the planet.
Yet Hanania implies that Zoabi’s presence on May’s Turkish-sponsored flotilla to Gaza was a mere peaceful protest, while the charges against Bishara were simply trumped up, a crude attempt to silence a critical voice. And uninformed readers might well believe him. They wouldn’t know, for instance, that Bishara himself was acquitted on unrelated charges just a year earlier — meaning he preferred flight and exile to standing trial, not because “critical” Arabs stand no chance in Israeli courts, but because this time the evidence against him was solid.
It’s hard to believe a slander as demonstrably false as that Israeli Arabs lack civil rights could gain traction. But clearly, it has. Otherwise, two such eminently mainstream newspapers wouldn’t have printed it.
Here’s a news item certain to be ignored by every human rights organization, every UN agency, and every country that backed the Goldstone Report: almost two years after the war in Gaza ended, no less a person than Hamas’s interior minister has finally admitted that Israel was right all along about the casualties — the vast majority were combatants, not civilians.
The first crucial admission in Fathi Hammad’s interview with the London-based Al-Hayat is that the 250 policemen Israel killed on the war’s first day by bombing their station were indeed combatants, just as Israel claimed. Human rights organizations have repeatedly labeled this raid a deliberate slaughter of civilian police tasked solely with preserving law and order, dismissing Israel’s contention that these policemen functioned as an auxiliary Hamas army unit. But here’s what Hamas’s own interior minister says:
On the first day of the war, Israel targeted police stations and 250 martyrs who were part of Hamas and the various factions fell.
In short, just as Israel claimed, many of these policemen belonged to Hamas, while the remainder belonged to other “factions” — the standard Palestinian euphemism for their various armed militias.
In addition, Hammad said, “about 200 to 300 were killed from the Qassam Brigades, as well as 150 security personnel.” The Qassam Brigades are Hamas’s main fighting force.
Combining the higher of Hammad’s estimates for the Qassam Brigades, 300, with the 150 “security personnel” and the 250 policemen brings the total number of combatants killed by Israel to 700. Add in the fact that Israel also killed combatants from other organizations, like Islamic Jihad, and you’re already above the 709 people the Israel Defense Forces said it had definitely identified as combatants — that is, some of the 162 whose status the IDF couldn’t determine were (as it suspected) also combatants. Based on the IDF’s total casualty figure of 1,166, that means at least 61 percent of the Palestinian fatalities were combatants, and quite possibly more.
Nor does taking the lower estimate, 200, alter the results significantly: that gives a total of 600 combatants, which, assuming some from other organizations as well, brings you quite close to the IDF’s figure of 709.
And of course, even the lower estimate gives you almost double the 349 combatants cited by the Palestinian Centre for Human Rights.
So why did Hamas lie about its casualties for almost two years? Because in Hammad’s world, that’s simply standard practice. That’s why he also insisted in the interview that Israel really suffered 50 wartime fatalities, though it “acknowledged only 12”: he can’t conceive of a party to a conflict actually reporting its losses accurately.
But however belatedly, Hamas has now confirmed that most of the war’s casualties were indeed combatants rather than civilians, just as Israel always claimed. So now all that’s needed is a humble apology from all the individuals and organizations that have spent the past two years slanderously accusing Israel of the wholesale slaughter of civilians.
Unfortunately, I wouldn’t hold my breath.
